Ramil is the youngest son of Quirino "Edot" Sumangil and Rosalina Esperanza. He was born in Baloy, Cuyapo, Nueva Ecija on May 31, 1966.
Ramil is the younger brother of Nida, Rodel and Salome, and older brother to Zaldy. The early death of Zaldy (age 1) made Ramil . . . the youngest.
As Ramil grew older, he was always been compared to his Apong "Polon" as some relatives say that he has his features and "attitude".
He spent his early years in Baloy. He went to Baloy Elementary school and graduated with honors; went to St. Pius X Institute during High School and stayed at his parents' relatives in Cuyapo (2 years at the house of Gorio Dagdag in Latap and 2 years at the house of Gorio Sumangil also in Latap) during those years since Baloy is about 18 kilometers away from his school.
Ramil took up BS Accounting in Luzon Colleges (now Luzon University), Dagupan City.
After graduation, he went to Manila and stayed at his cousin Lilias' house in Fairview. Lilia Esperanza-Agbanglo is the niece of his mother Rosing from Sta. Maria, Pangasinan.
From there, he started his career as a banker (Allied Banking Corp., Bank of the Philippine Islands). He also joined other big companies where he held key positions in Human Resources and Sales. He joined ABS-CBN Channel 2 in 2004 through a head hunter.
His short stint with the TV Network paved his way to be in the limelight, a childhood-dream-come-true. He was encouraged by friends to put-up the short-lived film outfit Sizzling Gambas Productions and co-produced an indie movie called Haw-Ang (Before Harvest). Some of his projects as an actor include Haw-Ang (Before Harvest), Nasaan si Hefte and Bruised (Lamog) with Maui Taylor.
Ramil is married to Lynn Celles from Tanay,Rizal. Lynn is a former Landbank of the Philippines Auditor. They are gifted with three (3) smart children namely, Lynn Mitzi, Ramil Raham and Ramil Victor. The youngest, Ramil Victor or "Ravi", is currently one of the full scholars of the Philippine Government at the Philippine Science High School-Main Campus.
Aside from doing films, Ramil is also into businesses. He owns a company that manufactures and distributes the emerging family health and beauty soap called NOSTALGIA.
His family is now based in Taguig City.

Ramil is currently fulfilling his advocacy for his hometown. He is the founder of Books For A Cause which aims to help in providing precious knowledge to every Filipino through continuous learning. Everybody can share or donate old or new books to BOOKS FOR A CAUSE.
He wrote the following open letter and serves as his tool in soliciting books for his advocacy:
- The school children that includes preparatory to high school students - the books shall be very good references for their everyday lessons, thus giving them the chance to improve a lot on their grades.
- The school teachers. The books shall aide them the best and latest lessons for their students, making them able to impart the best knowledge if not at par with the better schools.
- The out-of-school-youths (OSYs). This is also to support the Department of Educations' Alternative Learning System (ALS) which aims to give chance to OSYs to finish and acquire a high school diploma without attending formal school. As one (1) coordinator of ALS mentioned, this is an informal program and does not provide any classrooms and books. Sessions are sometimes done and held under the trees, gardens or in any available venue there is. These happen in Cuyapo Nueva Ecija at least and in no reference to other areas. The books and the library therefore shall aide them the alternative tools and venue needed by the volunteer teachers who goes to the remote barangays just to reach and teach these young people. This of course is just in addition to the assistance being provided by the municipality.
- The street children. The libraries could somehow provide a venue for these children to spend the rest of their days reading instead of roaming on the streets and vandalizing or doing unlawful activities all day. This project will provide a venue for them to start anew on their lost dreams.
- The parents and the rest of the community. The reference books could give them ideas on any livelihood programs and will surely divert their idle times from gambling, drinking and gossiping which usually comprises their daily routines -- a fact that happens openly in the Philippines. Our library therefore could also be another venue for them to gather and discuss more productive matters.
