Mildred is the youngest child of Eliseo "Joving" Sumangil and Julita "Itang" Aguila-Sumangil. Her siblings are Cornelio "Onnie", Hernando "Nando" and Augusto "Tito" Sumangil.
Mildred was born in a place called dadapilan (a native sugar cane extraction house/sugar factory) located in Baloy, Cuyapo Nueva Ecija. That was the time when their parents and siblings evacuated from the town proper to Baloy, as a result of the world war II.
Her family left Cuyapo in 1949 to Manila. She finished high school at the Philippine Women's University in 1962, took up Management at the University of Sto. Tomas in 1966 and migrated to the US in 1968.
She is now based in San Diego, California with her husband Cesar Mata, and only child - Christine Ruth Sumangil Mata.
